VNeID: Vietnam's Electronic Identification and Authentication Application

The VNeID application, developed by the National Population Data Center under Vietnam's Ministry of Public Security, leverages population data to provide electronic identification and authentication services. Designed for individuals living and traveling within Vietnam, VNeID offers a digital alternative to traditional paperwork, facilitating the development of a digital citizenship, government, and society.

Key features of VNeID include the ability to identify citizens in a digital environment, assist in medical reporting, and enable rapid domestic travel declarations. Additionally, the application aids authorities in tracking secondary COVID-19 infections and promptly notifying affected individuals.

Access Permissions

By using VNeID, users consent to the following access permissions:

1. Internet Access: The application requires internet access from the user's device to function properly.
2. Camera Access: Access to the camera is needed to scan QR codes on Citizen ID cards, streamlining the entry of basic citizen information and facilitating quick travel and medical declarations.
3. Media Access: The application needs access to photos, videos, audios, and files on the device to store QR code images for verification at checkpoints.
4. Notifications: The app may send notifications to the user's device for important updates or alerts.

Personal Information Collection

Users are responsible for entering their own data, medical information, and domestic travel details, or declaring on behalf of others with their consent. Collected personal information includes full name, phone number, citizen identification, gender, year of birth, permanent address, nationality, health status, departure and destination locations, vehicle registration number, and exposure to individuals with COVID-19. All information is collected with explicit user permission through form submissions.

Users are solely accountable for their actions and the accuracy of the information they provide.

Privacy and Copyright Protection

User data is securely stored and managed by the National Population Data Center, Ministry of Public Security. This information is used exclusively for COVID-19 prevention and control efforts, protecting public health and preventing disease spread. It is not used for commercial purposes or to infringe on personal privacy. Data may be shared with health authorities and other relevant agencies to enhance COVID-19 prevention measures.

The application developer does not collect or use user information for any purposes beyond those stated. There is no disclosure of information that could harm user privacy or facilitate illegal activities under Vietnamese law or the application's policy.

• No Location Collection: VNeID does not gather location data from users.
• Anonymity: Users interact anonymously within the community. Only authorized authorities can identify individuals infected or suspected of being infected due to close contact with a COVID-19 case, enabling effective contact tracing.
