Good news! Reclaiming your original horse, Pebbles, is entirely possible. Head to Semine in the south and speak with the horse trader. However, securing Pebbles won't be a simple task. You'll likely need to either pay him a sum of Groschen, or employ persuasion or intimidation. During my playthrough, after progressing through the main questline and working with Radovan the blacksmith, I was able to convince the trader to release Pebbles without payment by adopting a more noble appearance. This did, however, slightly impact my reputation in Semine. If persuasion fails, prepare to pay for Pebbles' return.
How to Steal a Horse
Alternatively, you can acquire a horse through less conventional means. While wild horses are rare, you can find them on farms or in stables. This method involves stealing a horse and risking detection by the owner.

I recommend visiting Vidlak Pond in the west. A farmhouse belonging to fishermen offers two horses ripe for the taking. Simply mount one and ride away. Afterwards, travel to the Nomads' Camp east of Vidlak Pond and speak with the horse trainer. He can teach you how to saddle and tame your newly acquired steed, though you'll need to pay for his services. Of course, you can also forgo this step and ride your stolen horse as is.
